Raised in Nanaimo and Victoria, Philip studied at Victoria College then University of BC in medicine. He obtained post graduate degrees and diplomas from McGill U., U. London (England) and U. of Illinois. He taught at McGill, U Calgary, UBC, Hong Kong U. and U Otago (New Zealand) He has been full professor 3 times, academic and clinical chairman. He has 80 plus scientific papers and books to his credit, including many on the harmful effects of childhood mistreatment and pregnancy losses. He has lived in 6 countries and 3 provinces. He has traveled widely. He has consulted in many small communities in BC. He inaugurated four societies for autistic children. He founded the Sail and Life Training Society (SALTS) and the Horizons Unbound Rehabilitation and Training Society (HURTS). He served 2 terms on the Greater Victorian School Board and on the first Council of Camosun College. He ran as an Independent in 3 federal elections.
Philip is married to Marie who is a specialist paediatrician. He has 5 children and 10 grandchildren. He is a child of God through Jesus and usually attends a Baptist church. He has been a farmer, commercial fisherman, business man and was trained in the Navy during university. He now is principal of Mount Joy College and President of the International Association of Hope Alive Counsellors, (IHACA). His recreational interests are climbing, sailing, skiing and scuba diving.
Philip has a keen awareness of Canada’s Christian Heritage partly because of his family roots.
Philip is honoured to run for CHP in the Victoria by-election November 26. He dearly hopes to restore respect for our Christian roots and culture. There is so much more that can be done to make Canadians from all cultural backgrounds proud to be Canadian. Please see the website for a list of the planks in his platform. He has as good a chance of being elected as any candidate. Now is the time to volunteer your services to your country and to help Philip.

1. Pray. Ask God to help Dr. Ney with finances, volunteers and with favour in the public forums and in the media.
2. Volunteer. If you live near Victoria or if you are able to travel to Victoria to assist in literature distribution, door-knocking, etc., please consider doing so.
